Actually it depends on which network your using first and in some rare cases only it doesn't.

If you are an Airtel user :-

For every Airtel user the time of resetting daily data is 2:00AmIST but it's not , 

here you have two cases which you should keep in mind while using the data 

Case 1 :-

The first case is where you consumed your daily data limit for 100% then you get your next day data will be renewed at 12:30amIST.

onwards not at 2:00amIST or 12:00amIST as many people think it's not true Maybe only for 1% of users

Case 2 :-

The second is where you haven't used or consumed your daily data limit then the renewal time is  11:30pmIST the same day

Yeah, it's true the Airtel sure robbing prepaid customers and many people even complained about this issue.

If you are an jio user :-

Even for jio the timing is 0:00am 2:00amIST but at that time you won't get 4g network you network might get more speed or less too.

Case 1:-

if you're pack doesn't completed by 12:30amIST, it will be renewed and you can get high speed internet.

: If you haven't used 250mb after 12:30am

It gets renewed and you just lost 250mb

Case 2 :-

If you completely exhausted your daily data before 12:30amIST, then the data won't be reset until 2:00amIST.

: Though it shows in myjio app as renewed at 120:30am it won't give you 4G speed until it's 2:00am

NOTE :- Don't know if it's international but in India it's what going on, make sure if put downloads it's not after the exhausting time or renewal time, that's why your mobile show less data used but your data gets exhausted.
